Which Notices Are Provided to New Hires?
Several documents in this package are specifically associated with California new-hire or onboarding requirements.
For example, California employers must provide newly hired employees with the applicable Workers' Compensation Time of Hire Notice. Employers whose employees are subject to State Disability Insurance contributions must also provide applicable Disability Insurance and Paid Family Leave information to new employees.
Other notices in this package have different distribution schedules or triggering events. Employers should provide each document according to the requirement that applies to that particular notice.
California Workers' Compensation Time of Hire Notice
California employers must provide newly hired employees with written information concerning workers' compensation rights, benefits, and obligations at the time of hire or no later than the end of the employee's first pay period.
The Time of Hire Notice explains workplace injury reporting, medical treatment, workers' compensation benefits, Medical Provider Networks, predesignation of a physician, and other important employee rights.
California Paid Family Leave – DE 2511
California employers whose employees are subject to State Disability Insurance contributions must provide new employees with the Paid Family Leave Brochure (DE 2511).
The brochure must also be provided when an employee requests qualifying time away from work to bond with a new child, care for a seriously ill family member, or participate in a qualifying event related to a family member's military deployment.
California Disability Insurance – DE 2515
The Disability Insurance Provisions Brochure (DE 2515) provides employees with information concerning California Disability Insurance benefits.
Covered employers provide the brochure to new employees and when employees request qualifying time away from work because of pregnancy, childbirth, or a non-work-related illness, injury, or surgery.
California Sexual Harassment Employee Information
California employers must provide employees with required information concerning the illegality of sexual harassment, available legal remedies, complaint procedures, and protections against retaliation.
The California Civil Rights Department provides sexual harassment posters and fact sheets that employers may distribute to employees to help satisfy applicable information requirements.
California Workplace Know Your Rights Notice
Beginning in 2026, California employers must provide employees with the Workplace Know Your Rights Notice.
The notice must be provided annually to current employees and to new employees upon hire, along with other distribution requirements established by California law.
The notice explains important workplace protections involving workers' compensation, immigration-related rights, employee organizing, interactions with law enforcement, retaliation, and other workplace rights.
California Programs for the Unemployed – DE 2320
The For Your Benefit: California's Programs for the Unemployed (DE 2320) pamphlet is included in this package as an additional employee compliance resource.
DE 2320 is not primarily a new-hire pamphlet. California employers must provide this information when an employee is discharged, laid off, placed on a leave of absence, or otherwise becomes unemployed or faces unemployment as required by California EDD.
Including DE 2320 in this package gives employers copies available for employee separation and leave situations in addition to their new-hire materials.
Are All of These Notices Given at the Same Time?
No. California employee notices and pamphlets have different distribution requirements.
Some documents are provided at the time of hire, some must be distributed annually, and others are provided when a particular event occurs, such as an employee requesting family leave, becoming disabled, being laid off, or being placed on a leave of absence.
Employers should use this package as an employee compliance resource and provide each included document according to the applicable California requirement.
Are These Workplace Posters?
No. The documents included in this package are individual employee notices, pamphlets, or fact sheets intended for distribution to employees.
California employers have separate workplace posting requirements. Purchasing or distributing this package does not replace required California and federal labor law posters that must be displayed in the workplace.
Why Use a California Employee Notice Package?
California employers are responsible for numerous employee notification requirements that occur at different stages of employment.
Keeping commonly used notices and pamphlets together can help Human Resources departments, managers, payroll departments, and business owners maintain materials needed for:
- New employee onboarding
- Workers' compensation notification
- Paid Family Leave requests
- Disability leave requests
- Sexual harassment employee information
- Annual workplace rights notification
- Employee layoffs and terminations
- Leaves of absence
- Other California employee notification requirements
English and Spanish Packages
The California Employee Notice & New Hire Pamphlet Package is available in English or Spanish. Employers should provide employees with notices in the appropriate language when required by California law and based on the languages used by their workforce.
California agencies also make many employee notices available in additional languages.
